Seems there are a few advances lately in technology to bring this about, and there's no need to do this anymore.
Photojojo has worked hard (not really) in an effort (not much) to bring a dog's perspective to the 'not so big' screen. They strapped on a Gorillapod, attached a video capable SLR, used it as a dog collar and they were ready to go! Here's their experiment...but we have to warn you, up chucking may occur during or immediately after watching!

Then there is remote progressive photography - the next best thing. The Wonderful Shot dog camera by Takara Tomy straps to your pup like a collar and yYou can take the photos manually anytime with the mini remote, or set the timer to take pictures at certain intervals.
My litter of one week old puppies have their own puppy-cam:

You have to use Internet Explorer, go to the link, click View Video. If it doesn't show right away, hit space bar, then try refresh.
Live Puppy Cam. The little darlings are already broadcast stars and their eyes aren't even open yet. :c)
